Probably Buckhorn Cholla. Cholla are hard to identify, especially since they hybridize. The flower color is not an indicator--Buckhorn Cholla flowers can vary from yellow to orange, red, pink, or yellow-green. My identification on these photos is based on the spike shaped leaves near the flowers.
